Overview
Are you an experienced HR professional looking for a new challenge within a supportive and forward-thinking local authority?
Melksham Town Council is seeking a part-time Human Resources Officer reporting to the Town Clerk.
As Human Resources Officer, you will play a key role in providing comprehensive HR support and advice to Town Councillors and employees. You will be responsible for a wide range of HR activities, including employee relations, recruitment & selection, performance management, processing starters & leavers, policy development & implementation, and ensuring that the Council is kept up-to-date with all current employment legislation.
Duties
- Provide comprehensive HR support and advice to Town Councillors and employees;
- Foster and retain positive and constructive engagement between Officers, Councillors and contractors;
- Manage all recruitment and selection processes for new positions within the Town Council, to include preparing job descriptions, person specifications and job advertisements; collating and preparing application forms; arranging interviews and contacting all applicants and references;
- Implement and maintain effective performance management procedures;
- Process and maintain accurate records of all documentation and associated administration for applicants, starters and leavers;
- Assist the Town Clerk and Deputy Town Clerk with the development and implementation of existing and new policies and procedures;
- Ensure that the Council is kept up-to-date with all current employment legislation;
- Undertake tasks as delegated by the Town Clerk and Deputy Town Clerk.

Experience
- A solid understanding of HR best practices and employment legislation;
- Proven experience in providing HR advice and guidance to the Personnel Committee, Town Clerk and employees;
- Strong interpersonal and communication skills, with the ability to build effective working relationships at all levels;
- Excellent organisational and time management abilities, with the flexibility to manage multiple priorities;
- A CIPD qualification may be useful but experience in a similar role will be more useful;
- Experience of working within Local Government or another political environment would be an advantage.
The Full Time Equivalent salary starts at £34,314 and progresses to £37,938 by annual increment (subject to satisfactory performance). This role is contracted to 15 hours per week and this includes attendance at occasional evening meetings. You will receive FTE 23 days annual leave (rising to 28 days after 5 years’ service). The Council offers a generous Local Government Pension Scheme.
This part-time role is based in the Town Hall in the centre of Melksham.
This is a standalone and hands on role where you will use your HR expertise to make recommendations for new initiatives, that you shall also be working on yourself. It is a busy role, in a fun and rewarding environment.
